City of St. Anthony CITY COUNCIL WORK SESSION Minutes March 28, 2023 Present: Mayor & Council: Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers Absent: None Staff: Steve Grittman, City Planner, Nicole Miller, Assistant to the City Manager Call to Order: Mayor Stille called the Work Session to order at 6:01 p.m. Code Committee: City Planner, Steve Grittman provided a summary of code changes the Code Review Committee has drafted. The code changes related to: residential parking, temporary structures, temporary signs, amendment to penalty clause and other modifications to the code the committee plans to bring forward in the future. Residential parking: Council discussed proposed amendments to residential parking. They discussed some edits that were needed to the diagram and were interested in hearing the Planning Commission’s recommendations as it related to parking in the rear yards. The council supported brining the code amendments to the Planning Commission for discussion. Temporary Structures: Council discussed temporary structure code amendments and by consensus agreed to move this item to Planning Commission for discussion. Temporary signs: Council discussed different types of temporary signs that are located in all zoning districts with the city. Council was in consensus that standards should be set for temporary signs, and supports bringing code amendments to the Planning Commission for discussion. Council supports staff in creating plan to communicate code changes to residents and business owners, beginning with education. Staff will update proposed changes and bring this group of code amendments to a Public Hearing at the Planning Commission. Future Work Sessions: Next Work Session will be held on March 30th, 2022, at 6:00pm in the Council Chambers.
