City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />March 28, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers <br />Absent: <br />None <br />Staff: <br />Steve Grittman, City Planner, Nicole Miller, Assistant to the City Manager <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:01 p.m. <br />Code Committee: <br />City Planner, Steve Grittman provided a summary of code changes the Code Review Committee has <br />drafted. The code changes related to: residential parking, temporary structures, temporary signs, <br />amendment to penalty clause and other modifications to the code the committee plans to bring forward <br />in the future. <br />Residential parking: Council discussed proposed amendments to residential parking. They discussed <br />some edits that were needed to the diagram and were interested in hearing the Planning Commission’s <br />recommendations as it related to parking in the rear yards. The council supported brining the code <br />amendments to the Planning Commission for discussion. <br />Temporary Structures: Council discussed temporary structure code amendments and by consensus <br />agreed to move this item to Planning Commission for discussion. <br />Temporary signs: Council discussed different types of temporary signs that are located in all zoning <br />districts with the city. Council was in consensus that standards should be set for temporary signs, and <br />supports bringing code amendments to the Planning Commission for discussion. Council supports staff <br />in creating plan to communicate code changes to residents and business owners, beginning with <br />education. <br />Staff will update proposed changes and bring this group of code amendments to a Public Hearing at the <br />Planning Commission. <br />Future Work Sessions: <br />Next Work Session will be held on March 30th, 2022, at 6:00pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:55 p.m. <br />Respectfully submitted by Nicole Miller, Assistant to the City Manager.
