City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />May 23, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers <br />Absent: <br />None <br />Staff: <br />Shelly Rueckert, Finance Director, Justin Messner, City Engineer <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:00 p.m. <br />Debt Levy/Updated Street Improvement Plan: <br />Finance Director, Shelly Rueckert summarized the staff report regarding the 2024 debt levy, which <br />relates directly to the city’s street improvement plan. <br />2023 was the first “off” year for a street project to begin the long-term transition of the debt levy to an <br />infrastructure levy. The plan as presented for 2024 is a full reconstruction of 31st Ave between Rankin <br />and Silver Lake Rd, with some additional mill and overlay streets in other parts of the city. <br />Staff discussed that project costs are rising, and performing additional mill and overlays on previously <br />reconstructed roads would be a more optimal approach to help maintain a consistent debt levy and <br />protect the investments the city has made in fully reconstructed streets in previous years. <br />Council and staff discussed the two approaches and asked staff to bring two feasibility scenarios to a <br />regular Council meeting for a full reconstruction on 31st A as scheduled, and an expanded mill and <br />overlay approach with a temporary resurfacing of 31st Ave to address the surface issue. <br />Future Work Sessions: <br />Next Work Session will be held on June 13th, 2023, at 6:00pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:48 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
