MEMORANDUM <br />To:Mayor Stille and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:June 8, 2023 <br />Meeting Date:June 13, 2023 <br />RE:St. Anthony – City Code Updates <br />GC Project No.140.00 <br />PROJECT STATUS <br />This memorandum forwards the materials for the 1st reading of the current round of City Code updates. <br />The Code Committee has prepared the attached redline ordinance updates with commentary. With <br />Council comment, the formal ordinance format will be prepared for the 2nd reading. The code <br />amendment proposals have been reviewed by the Planning Commission at a public hearing on May 16th, <br />and the Code Committee has further reviewed those comments and adjusted the versions presented. <br />BACKGROUND AND ANALYSIS <br />As the Council is aware, a committee of staff has been reviewing the City Code to address various <br />aspects of the language, looking for updating needs, and incorporating staff experience with permitting <br />issues, property owner questions, and code enforcement experience. In the prior round of these <br />amendments, the Commission reviewed (and the City Council adopted) regulations related to Swimming <br />Pools, Dumpsters, Natural Landscapes, Non-commercial Signs, Bus Benches, Fencing, Animal <br />regulations, and a variety of other inconsistencies that had been ongoing issues for staff. <br />This set of proposed amendments addresses the following topics: <br />1.Parking on Residential Property (Definitions, Locations, Quantity, Required Improvements, etc.) <br />2.Temporary Structures (Including tarps, tents, portable restrooms – permitting and regulations) <br />3.Temporary Signs (Permitting, Regulations, Duration, Location, etc.) <br />4.Various Administrative updates and adjustments (Including penalties, and adjustments to prior <br />amendments to eliminate inconsistencies with other codes, etc.) <br />5.Amendment to the City’s Building Code adoption. These changes have been recommended by <br />the Building Official and staff.
