Mr. Grittman stated that will be looked at on a case-by- <br />4 case basis. <br />5 <br />6 Mr. Grittman reviewed the Temporary Structures and Uses section noting this is all new <br />7 text. An allowance has been made for garage sales, estate sales, grad parties, and other events. <br />8 Commissioner Hendrickson asked about the temporary restroom facilities. They are to be on <br />9 the side of the house rather than in the front. Commissioner Hendrickson stated if it was in the <br />10 backyard it is difficult for the company to service the restroom. If placed on the side it would <br />11 be closer to the neighbors house. This may be unrealistic the way it is written. <br />12 <br />13 Chair Socha asked how often a restroom facility needs to be serviced. Commissioner <br />14 Kuykendall stated for the sports boosters it is once a month. Commissioner Hendrickson <br />15 stated it should be close to a driveway for service. <br />16 <br />17 Commissioner Kuykendall referred to the “screening from view” restriction. There have been <br />18 no complaints. He asked what is the definition of screening. Chair Socha asked if there is a <br />19 practical solution saying an administrative exemption applies when there is no way to access <br />20 the restroom other than in the front of the house. Commissioner Morita asked how often does <br />21 this come up due to a complaint. Mr. Grittman stated Staff believed there needs to be <br />22 something in the Code allowing the restroom. Mr. Grittman stated they should be placed in a <br />23 location that maximizes screening to also allow for servicing of the portable restroom. <br />24 <br />25 Mr. Grittman reviewed the Temporary Sign section. This is new text, as there was no <br />26 provision for temporary signs in the Code. There is an implementation aspect to this as well as <br />27 policy. This regulation allows temporary signs under a permit process for a specific number of <br />28 days per year. The size is also specified along with the location of the temporary sign. There <br />29 are temporary signs put on residential property. The prior prohibition was unrealistic. This is <br />30 an attempt to set some boundaries. <br />31 <br />32 Commissioner Morita asked if open house signs on the corner are not allowed and Mr. <br />33 Grittman stated it is only allowed at the residence. Garage sale signs on the corner were not <br />34 allowed but the practice was to let it go. The hope is the signs are removed so Code <br />35 Enforcement does not need to pick them up. <br />36 <br />37 Chair Socha asked if with the resident’s permission can a sign be put on a corner lot. <br />38 Commissioner Morita stated it is restrictive not to allow open house signs to be placed on the <br />39 corners. People should be allowed to sell their homes and have a garage sale. Chair Socha <br />40 stated she does not like the commercial “clean your gutters now” signs in the right-of-way. <br />41 Mr. Grittman stated content on a sign can’t be regulated. There was a discussion on open <br />42 house signs. Commissioner Erickson stated he would prefer to see signs in yards only. <br />43 <br />44 Chair Socha asked if she can give permission to place signs in the right-of-way. Mr. Grittman <br />45 stated the sign would need to be out of the right-of-way. <br />46
