City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />June 13, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Wendy Webster, Councilmembers <br />Absent: <br />Thomas Randle, Jan Jenson <br />Staff: <br />Mike Larson, Liquor Operations Manager, Steve Grittman, City Planner <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:07 p.m. <br />THC Products at the Liquor Stores: <br />City Manager, Charlie Yunker reviewed the staff memo describing a summary of the legislation status <br />and the preliminary guidance available for cities to consider in implementing ordinances and/or policies <br />in response to the legislation. <br />Liquor Operations Manager, Mike Larson described the information received from the Minnesota <br />Municipal Beverage Association and from peers in other cities in regards to how liquor operations are <br />integrating THC products into their stores. <br />Given the ability for liquor stores to sell THC beverages immediately, staff sought guidance on the <br />Council’s position on doing so considering the mission of the stores to control the sale of alcohol, and <br />that there is still a moratorium in place for selling THC products in the city. In addition, given the new <br />legislation on Cannabis, what the Council’s position is on regulating these products when sales begin in <br />the state in 2024-2025. <br />Council discussed extensively and gave direction to staff to draft ordinance language to license THC <br />products and put in place as soon as possible, in a similar fashion to current licensing of tobacco, and <br />align that with offering THC beverages in the stores. In addition, Council directed staff to begin work on <br />Cannabis regulation in consistent fashion based on guidance that will be received in the coming months. <br />Future Work Sessions: <br />Next Work Session will be held on June 27th, 2023, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:49 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
