City Council Regular Meeting Minutes <br />June 13, 2023 <br />Page 5 <br />2 Councilmember Webster stated if we not had the winter that we just had, she does not know if <br />3 she would think differently about Option 2. She stated her street is due for Mill & Overlay and <br />4 although it will cause some disruption, it will help fix the deterioration of the roads. <br />6 Mayor Stille stated the City Engineer is requesting approval and financially, it makes sense from <br />7 a debt perspective, which is an unexpected plus. Mill & Overlays should be done between 15 and <br />8 25 years. <br />9 <br />10 Councilmember Webster stated depending on the next two winters, if deterioration continues, we <br />11 could look at shifting the roads that are done in the future. Mr. Messner stated there have been <br />12 watermain breaks in the City. The condition of the watermain on 3 1 ' is no worse than others <br />13 within the City. <br />14 <br />15 Motion by Councilmember Walker, seconded by Councilmember Webster, to approve <br />16 Resolution 23-032 — Ordering Preparation of Feasibility Report for the 2024 Street and Utility <br />17 Improvements using Option 2. <br />18 <br />19 Motion carried 3-0. <br />20 <br />21 B. Ordinance 2023-01 — Approvine Chances to Multiple Sections in the City ode. <br />22 <br />23 City Planner Steve Grittman provided the information for the First Reading of the current round <br />24 of City Code updates. The Code Committee prepared the redline ordinance updates with <br />25 commentary. With Council comment, the formal ordinance format will be prepared for the <br />26 Second Reading. The code amendment proposals have been reviewed by the Planning <br />27 Commission at a public hearing on May 16, and the Code Committee has further reviewed those <br />28 comments and adjusted the versions presented. <br />29 <br />30 These proposed amendments address the following topics and the revisions were explained: <br />31 1. Parking on Residential Property (Definitions, Locations, Quantity, Required Improvements, <br />32 etc.) <br />33 <br />34 Mayor Stille stated he struggles with the one -car vs. two -car garage, noting there is a floor area <br />35 ratio. Mayor Stille stated the chart colors need to be rechecked. <br />36 <br />37 2. Temporary Structures (including tarps, tents, portable restrooms — permitting and <br />38 regulations). <br />39 <br />40 Mayor Stille asked about item "D" and stated when he remodeled his home, there was some <br />41 construction materials stored on the public right-of-way. He asked if the language was practical. <br />42 Mr. Grittman stated the materials should be on the owner's property but may sometimes end up <br />43 on the right -of way. <br />44 <br />45 3.
