Mr. Grittman stated sampling is to provide a sample to a potential customer. <br />Products must be sold in a full service setting in order to provide sampling. <br />Mayor Stille asked about zoning and whether it would come before the Planning Commission. <br />Mr. Grittman stated it will come before the Council at the July 25 meeting. Mayor Stille asked <br />Council to consider waiving the third reading at the next meeting. This would mean there would <br />only be two readings. He requested Mr. Grittman re -check the definitions and make sure they are <br />consistent throughout the Ordinance. Other cities are using moratoriums on the cannabis <br />component. <br />Councilmember Webster stated she has heard of a city putting in a moratorium until January <br />2024 which could be a further layer of protection for the community as we learn more about it. <br />Councilmember Jenson concurred. <br />Motion by Councilmember Webster, seconded by Councilmember Walker, to Approve First <br />Reading of Ordinance 2023-03 — Amending the St. Anthony City Code, by Amending Sections <br />111 and 152 Relating to the Regulation of the Sale, Manufacturing, and Distribution of <br />Cannabinoid Products. <br />Motion carried 5-0. <br />G. Quarterly Goals Update <br />City Manager Charlie Yunker reviewed the 2023 Goals Chart providing updates for the first half <br />of 2023. Councilmember Jenson thanked Mr. Yunker for the level of detail in his report. <br />REPORTS FROM CITY MANAGER AND COUNCIL <br />City Manager welcomed Debbie Maloney as the new Finance Director for the City. <br />Councilmember Webster had no report. <br />Councilmember Randle had no report. <br />Councilmember Jenson stated on June 30, the Northeast Youth and Family Services completed <br />their strategic plan in a multi -hour session. On July 6, the Ramsey County Local League of <br />Governments had a meeting. <br />
