ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 JULY 25, 2023 <br />4 <br />5 CALL TO ORDER. <br />6 <br />7 Mayor Stille called the meeting to order at 7:00 p.m. <br />8 <br />9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Stille invited the Council and audience to join in the Pledge of Allegiance. <br />12 <br />13 ROLL CALL. <br />14 <br />15 Present: Mayor Stille, Councilmembers Jenson, Randle, and Walker. <br />16 <br />17 Absent:Councilmember Webster. <br />18 <br />19 Also Present:City Manager Charlie Yunker, City Planner Steve Grittman, VillageFest <br />20 Representative Julianne Hunter, Police Sergeant James South, and Liquor Operations <br />21 Manager Mike Larson. <br />22 <br />23 <br />24 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />25 ITEMS. <br />26 <br />I.27 APPROVAL OF JULY 25, 2023 CITY COUNCIL MEETING AGENDA. <br />28 <br />29 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve the City <br />30 Council Meeting Agenda of July 25, 2023 as presented. <br />31 <br />32 Motion carried 4-0. <br />33 <br />34 II.PROCLAMATIONS AND RECOGNITION. <br />35 <br />A.36 VillageFest Presentation. <br />37 <br />38 Ms. Julianne Hunter of VillageFest stated a request has been submitted for a Special Event <br />39 Permit to hold the annual VillageFest celebration August 4-5, 2023. Being that the request <br />40 involves City property, amplified music and expects to exceed 100 attendees ; a Special Event <br />41 Permit is required. <br />42 <br />43 VillageFest is a large and long-standing community event that involves a number of events in <br />44 different areas of the City, and required support from the City’s Public Safety and Public Works <br />45 Departments. <br />46 <br />47 On June 27th, 2023 VillageFest representatives met with staff representatives to discuss the <br />48 needs of City services, primarily focused around road closures and staff support for the parade,
