City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />August 8, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Jan Jenson, Thomas Randle, Wendy Webster, Councilmembers <br />Staff: <br />Charlie Yunker, City Manager, Shelly Rueckert, Finance Director, Jeff Spiess, Police Captain <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:00 p.m. <br />Updated Levy Scenarios/Detailed General Fund Budget: <br />Finance Director Rueckert reviewed the updated preliminary levy scenario that includes the <br />recommendations made by staff at the previous work session on the 2024 levy scenarios that included <br />staff cost of living adjustments and police staffing needs. Rueckert described the additional information <br />gathered since the July 11th work session that refined the revenues and expenses. From the initial <br />scenario being a 6.38% levy increase for 2024, the revised scenario results in a 5.80% levy increase. <br />This also included a review of the cash position for the liquor operation, and the future anticipated <br />usage of some of the money in the fund for store rehabilitation needs after 20 years of operation since <br />the locations opened. <br />Council discussed the proposed budget and noted that the bulk is personnel related for the retention <br />and recruitment of staff, and maintaining and expanding the capabilities of the Police Department. <br />Council was supportive of the proposed budget and thanked staff for the work to draft the budget. <br />Staff will bring the full presentation to the August 22, 2023 regular City Council meeting, with any minor <br />revisions needed but do not anticipate a change in the proposed levy increase. <br />Future Work Sessions: <br />Next Work Session will be held on September 12th, 2023, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:18 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
