Proposed Improvements <br />4.1 Sanitary Sewer <br />The proposed sanitary sewer improvements include adjusting existing manhole castings with chimney <br />seals to reduce inflow and infiltration of storm water into the manholes. It is also proposed to repair <br />damaged sanitary sewer as necessary following internal inspection (televising). <br /> <br />4.2 Water Main <br />Water main improvements are not proposed to be included with this improvement project. Existing gate <br />valves will be adjusted to the new roadway surface. <br /> <br />4.3 Storm Sewer <br />The storm structures that have heaved will be evaluated in final design to determine if any additional <br />actions are needed during construction to reduce future issues. In addition, an additional boulevard catch <br />basin will be installed along 35th Avenue Northeast to address an isolated drainage issue behind the curb. <br /> <br />4.4 Streets <br />Mill and overlay improvements are a cost-effective strategy to extend the life cycle of the roadway. Mill <br />and overlay improvements are most effective when scheduled within 15 years of original construction. <br /> <br />Improvements along all bituminous mill and overlay roadways will include a 2-inch mill to remove wear <br />course. A new 2-inch wear course will then be paved over the entire width of each street to extend the <br />pavement life of the roadway. There will be an additional ¼ -inch of pavement that extends above the toe <br />of the curb to keep the pavement above the curb as the road settles over time. <br /> <br />The proposed typical section is shown on Figure 3 in Appendix A. <br /> <br />To allow the contractor to complete the mill and overlay improvements timely and safely, roads will be <br />closed to through traffic (open to residents). <br /> <br />Improvements along 31st Avenue from St. Anthony Boulevard to Rankin Road were originally proposed to <br />include complete roadway reconstruction including replacement of existing sanitary sewer and watermain. <br />However, the City’s CIP recently prioritized the mill and overlay program to ensure the roadways receive <br />the mill and overlay improvements timely to avoid a more extensive pavement replacement project. 31st <br />Avenue is proposed to receive a thin mill and overlay to extend the pavement life until the roadway can <br />be reconstructed in the next few years. <br /> <br />4.5 Miscellaneous Concrete Improvements <br />The City will be replacing deficient concrete walk within the various parks throughout the City with the <br />2024 Street Improvement Project. Replacements will be identified with final design and include <br />improvements identified in the 2023 Facilities Assessment Report and Parks Evaluation Report. Costs <br />associated with these improvements are not included in this report and will be identified during final <br />design. <br /> <br />70
