If either of these levies do not pass, the district will be in a deficit and could lead <br />6 to increasing class sizes, cutting academic and social-emotional learning support, and eliminating <br />7 teacher/staff positions and programs for students. <br />8 <br />9 Mayor Stille asked if a commercial analysis is done on the amount rent would increase. Ms. <br />10 Corneille stated she will share when information is available. <br />11 <br />12 Motion by Councilmember Jenson, seconded by Councilmember Walker, for approval of <br />13 Resolution 23-050 – Supporting the St. Anthony – New Brighton School District 282 <br />14 Referendum for Additional Operating Levy Authority and Renewal of the Curriculum and <br />15 Technology Capital Project Levy. <br />16 <br />17 Motion carried 4-0-1 (Abstain – Webster). <br />18 <br />B.19 Resolution 23-051 – Approving a Special Event Permit at City Hall on October 15, 2033. <br />20 <br />21 Thomas Brever reviewed the Council is requested to consider a resolution to approve a special <br />22 event permit request from St. Anthony Kiwanis to hold a fundraiser on October 15, 2023 from <br />23 5:30 p.m. – 9:00 p.m. Staff has created a special event permit to facilitate gathering event <br />24 information, department head reviews of event and staff recommendations to the City Council. <br />25 The special event permit is used if the event fits one or more of the following criteria: <br />26 <br />27 Expected attendance of more than 100 people and open to the general public. <br />28 Event is requesting the use of city property and/or street closures. <br />29 There will be amplified live or pre-recorded music. <br />30 There will be the sale of alcoholic beverages. <br />31 <br />32 The applicant is seeking permission to host an event at City Hall which will include being held <br />33 on City property and the sale of alcoholic beverages. Staff has reviewed the application and <br />34 recommends approval. <br />35 <br />36 Motion by Councilmember Webster, seconded by Councilmember Randle, for approval of <br />37 Resolution 23-051 – Approving a Special Event Permit at City Hall on October 15, 2033. <br />38 <br />39 Motion carried 5-0. <br />40 <br />41 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />42 <br />43 City Manager Yunker had no report. <br />44 <br />45 Councilmember Webster stated she attended the North Suburban Communications Commissions <br />46 and North Suburban Access Commission Meetings on September 18, 2023.
