City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />August 22, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Jan Jenson, Thomas Randle, Wendy Webster, Councilmembers <br />Staff: <br />Charlie Yunker, City Manager, Shelly Rueckert, Finance Director, Mark Sitarz, Fire Chief <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:05 p.m. <br />Fire Relief Pension Fund: <br />Fire Chief Mark Sitarz reviewed the staff memo and provided background on the Fire Relief Pension <br />Fund and the move of the funds managed by the Relief Association to the State PERA Fund in 2020 and <br />the freezing of the benefit level for 5 years. <br />At this time, the request is to increase the-per-year-of-service benefit from $3,800 to $4,200, which is <br />supported by a financial analysis performed by PERA. <br />Council asked clarifying questions on the pension structure for all the City’s Firefighters and the benefit <br />level. Council discussed and supported the request, and asked staff to bring to the next regular City <br />Council meeting. Council was comfortable including the item on the Consent Agenda. <br />Fund Balance Review: <br />Finance Director Rueckert reviewed the staff presentation included a review of the City’s Fund Balance <br />policy which established a framework for initially prioritizing fund balance transfers. Staff recommends <br />maintaining a 47.5% target General Fund balance level and transferring $60,000 to the Park <br />Improvement Fund and $45,950 to the Community Center Fund to support funding known replacements <br />and maintenance items. <br />Council supported the recommendation and a resolution to approve the transfers will be included in the <br />agenda for the first meeting in December, 2023. <br />Future Work Sessions: <br />Next Work Session will be held on September 12th, 2023, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:31 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
