MEMORANDUM <br />To:Mayor Stille and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:September 21, 2023 <br />Meeting Date:Work Session September 26, 2023 <br />RE:St. Anthony – Single Family Rental <br />GC Project No.140.00 <br />Background <br />As a part of the City’s ongoing examination of rental residential property, and affordable <br />housing goals overall, the City Council directed a further discussion of issues related to single <br />family rental housing in St. Anthony as a part of its 2023 Goal Setting. This memorandum and <br />materials is intended to support that discussion with the state of rental housing in the <br />community, and options for further consideration. The intent of the Work Session is to focus <br />the City’s consideration of, or additional research into, specific options for addressing rental <br />housing regulations or policies. <br />The following aspects of rental housing are explored: <br />1.Low Density housing (1-3 units) occupied by renters. <br />2.Single Family detached housing occupied by renters. <br />3.Low Density housing utilized for short term rental (defined as occupancies of less than <br />30 days). <br />4.Programs working toward affordability related to low-density housing, including <br />Housing Trusts. <br />Included with this material are two maps that identify (1) the location of parcels with rental <br />housing licenses, and (2) the specific parcels that hold single family homes with rental licenses. <br />Accompanying the maps is a summary of the license-holders and addresses for all rental <br />residential properties – this list includes both detached and attached housing from 1 to 3 units <br />and excludes any multi-family properties of 4 or more units.
