<br />Management Summary <br /> <br /> <br />Overview <br />The Capital Equipment, Building and Parks Improvement Funds have been long standing capital funds <br />used by the City. The Stormwater Fund has funded stormwater improvements since the 2015 retirement <br />stormwater bonds. The Utilities Infrastructure Fund was established during 2016 for the replacement of <br />water, sanitary sewer, and fiber optic infrastructure. Lastly, the Street Improvement and Debt Service <br />Plan is the combined activity of the annual street improvement funds and their related debt service <br />funds. <br /> <br />Notable updates by Fund <br /> <br />Buildings Improvement Fund <br />• The City Hall / Community Center’s five roof top HVAC units and related controls were <br />scheduled for replacement during the timeframe of 2020-2022. <br /> <br />o Four of the five roof top units have been replaced. Updated control units for RTU’s have <br />been completed. <br />o The Gym roof top unit will be replaced in 2023 or later. The controls for that unit do not <br />need replacement. <br />o To finish off the HVAC system a quote was obtain for the various entry way heaters and <br />their related controls. The expected replacement will be 2023. The replacement of the <br />controls will complete the separation from the Boiler system. The old controls caused a <br />high run rate for boiler system. <br /> <br />• We are obtaining a quote for replacing the City Hall / Community Center’s roof given the <br />building is 26 years old. Once the quote is received it will be adjusted for inflation and will <br />replace the current placeholder of a $180,000 roof replacement in 2025. <br /> <br />• The painting of the City Hall main entrance doors along with added door security features was <br />budgeted for 2022 at an estimated cost of $26,500. The 2022 work included certain other <br />entrance doors for painting and repair as needed. The final cost of this project was $37,091. <br /> <br />• Quotes for replacing the Fire Station’s roof were obtained. While the building is less than 20 <br />years old, roof leaks have been a reoccurring issue. The quotes were used for the estimated <br />roof replacement cost in 2023. <br />
