MEMORANDUM <br />To:St. Anthony Village Planning Commission <br />From:Stephen Grittman, City Planner <br />Date:October 11, 2023 <br />Meeting Date:October 18, 2023 <br />RE:St. Anthony – Single Family Rental Ordinances - Report and Options <br />General Rental Housing; <br />Short Term Rental; <br />Faith Community Micro-Housing <br />GC Project No.140.00 <br />Background <br />As a part of the City’s ongoing examination of rental residential property, and affordable <br />housing goals overall, the City Council directed a further discussion of issues related to single <br />family rental housing in St. Anthony as a part of its 2023 Goal Setting. The Council discussed <br />various aspects of the single family rental housing topic at a Work Session on September 26, <br />2023. From that Work Session, staff was directed to prepare ordinance options creating <br />additional limitations around the quantity and location aspects of rental housing in the <br />community. <br />That discussion identified a number of goals for the ordinance amendments. <br />1.First is the preservation of home ownership options in the community. It was noted <br />that in St. Anthony, single family housing is a relatively finite resource, and as ownership <br />of those units is transferred to non-resident owners and the units are rented, the <br />opportunities for home ownership decrease. A decrease in supply can have an <br />inflationary impact of price, counter to the City’s objectives to encourage both <br />ownership and affordability. <br />2.Second, the Council identified a concern related to the potential for corporate single <br />family ownership. This aspect relates to the possibility that rental housing organizations <br />with substantial resources purchase several single family homes as they come to the <br />market, converting those homes from owner-occupied to rentals.
