MEMORANDUM <br />To:St. Anthony Village City Council <br />From:Nicole Miller, Assistant to the City Manager <br />Date:November 28, 2023 City Council Work Session <br />Request:Council Vacancy <br />BACKGROUND <br />As the result of the November 7, 2023 Municipal Election, Councilmember Webster obtained the greatest <br />number of votes for the office of Mayor and will assume the new role on January 1, 2024 (the first Monday in <br />January). Councilmember Webster’s remaining term will have more than two years reaming, which ends <br />January 5, 2026. Staff consulted both the Ramsey County elections personnel and confirmed with the City <br />Attorney that a special election is needed given the effective dates of the terms. <br />The next available special election date is May 14, 2024. Since this election would be above and beyond our <br />contract with Ramsey County Elections, the anticipated cost to hold an election on this date would be about <br />$20,000. <br />Alternatively, the City of St. Anthony could hold a special election on August 13, 2024 during the state primary <br />election for no additional cost. <br />The City Council may also choose to appoint an interim Councilmember to serve until the special election, and <br />determine the process. The criteria for an appointment is as follows: <br />St. Anthony Village resident. <br />Eligible to vote in Minnesota. <br />Am or will be on assuming office, 21 years of age or more. <br />Will have maintained residence in the city for at least 30 days before appointment. <br />Have all civil rights in place or restored. <br />DISCUSSION ITEMS FOR COUNCIL FEEDBACK <br />Below are the specific items for discussion and feedback for the City Council: <br />What date does the Council wish to hold the special election to fill the Council vacancy? <br />Does the Council wish to appoint an interim Councilmember to serve until the special election? <br />15
