City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />November 21, 2023 <br />Roll Call: <br />Mayor & Council: <br />Wendy Webster, Mayor Pro-Tem, Jan Jenson, Thomas Randle, Councilmembers <br />Absent: Randy Stille, Mayor, Bernard Walker, Councilmember <br />Planning Commission: <br />Meridith Socha, Chair, Paul Morita, Thomas Kuykendall, Corey Erickson, Chelsey Hendrickson, Jennifer <br />Gaveske, Commissioners <br />Absent: Brian Rude, Commissioner <br />Staff: <br />Charlie Yunker, City Manager, Steve Grittman, City Planner (contracted) <br />Call to Order: <br />Mayor Pro-Tem Webster called the Work Session to order at 6:00 p.m. <br />Rental Housing Ordinances: <br />Mayor Pro-Tem and Staff reviewed the previous Council and Planning Commission discussions on the <br />topic and related topics to date, and the aim of the work session to continue those discussion as a group <br />and determine next steps on considering ordinance changes and related community engagement. <br />The group held extensive discussion on short-term rental issues and possible regulation. The impetus <br />behind possible regulation centered on avoiding nuisance issues as seen in other cities, and property <br />maintenance standards not being met. The consensus was not move forward with limiting short-term <br />rentals to a minimum 7-10 days and ensure that the city’s rental inspection program is sufficient. <br />The groups also discussion at length long-term single-family/duplex/triplex rental issues and possible <br />regulation. The core motivation behind regulation is the preservation on naturally occurring affordable <br />housing (NOAH) and encouraging home ownership. Other avenues were discussion such as land trusts, <br />building envelope limitations and accessory units. This topic will be further discussed in 2024. <br />Sacred Settlements was also briefly discussed and consensus was to regulate through a Conditional Use <br />Permit. Staff will bring that and short-term rental regulations forward for the Planning Commission to <br />review and recommend to the City Council. <br />Future Work Sessions: <br />Next Work Session will be held on November 28th, 2023, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:54 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager. <br />5
