26 <br />MEMORANDUM OF UNDERSTANDING <br />Between <br />CITY OF ST. ANTHONY <br />And <br />INTERNATIONAL UNION OF OPERATING <br />ENGINEERS, LOCAL 49 <br />Mechanic Out Of Class Pay <br />This Memorandum of Understanding provides by mutual agreement between the Union and the <br />City the general agreed upon work that qualifies for out of class mechanic pay. Due to current <br />Central Garage staffing levels and increasing workloads due to the number of vehicles and <br />equipment currently in service in the City of St. Anthony, it is essential at times to assign <br />maintenance workers to assist with the repair of city vehicles and equipment to keep downtime to <br />a minimum and city operations in continuous service. <br />Out of class work needs to be pre assigned by the supervisor to be eligible for mechanic pay rate <br />and the supervisor is solely responsible for determination of eligible work in compliance with this <br />memo. Only when maintenance workers are assigned by their supervisor to perform vehicle and <br />equipment repairs and only if it falls within the following qualifying parameters will it qualify for out <br />of class mechanic pay for those assigned hours. <br />Qualifying work/tasks for out of class mechanic pay: <br />Mechanical repairs to vehicles and equipment <br />Preventative maintenance such as oil changes <br />Brake jobs <br />Repair welding of vehicles, trailers and equipment <br />Fabrication and welding for repair or modification of vehicles, trailers, and equipment <br />Performing engine repair or motor tune up work <br />Assisting mechanics with shop repair work orders <br />Hydraulic repair work <br />Repairs to drivetrain <br />Electrical troubleshooting <br />Work not qualifying for out of class mechanic pay: <br />Daily operator maintenance and safety checks of vehicles and equipment <br />Hooking and unhooking attachments to vehicles and equipment <br />Operator required lubrication of equipment <br />Checking and filing of fluids <br />Changing of brooms and wear blades except certain difficult to change blades and <br />brooms <br />requiring mechanic level tools and expertise as determined by the Supervisor <br />Changing or replacement of light bulbs and lenses where electrical troubleshooting is not <br />required. <br />CDL required daily inspections <br />Other regular wear part replacement such as weed whip string, saw chain or blades <br />It is understood and agreed that nothing within this Memo of Understanding sets precedence, <br />alters, or eliminates Appendix A- C. Working out of Classification Pay under the current contract. <br />The parties expressly agree and recognize that the existence of this Memorandum of <br />Understanding shall not enable the Employer or the Union to demand the other to meet and
