<br /> <br /> <br />Memorandum <br /> <br />To: Justin Messner, City Engineer <br /> <br />From: Kory Bonnell, WSB <br /> <br />Date: December 1, 2023 <br /> <br />Re: City of Saint Anthony Village 2023 MS4 Annual Meeting <br /> <br /> <br />The Minnesota Pollution Control Agency (MPCA) has designated the City of Saint Anthony <br />Village (City) as a Municipal Separate Storm Sewer System (MS4) community because the City <br />owns and operates a storm sewer system, is located in an urbanized area, and has a population <br />of 1,000 or more people. Each MS4 community is required to develop a Stormwater Pollution <br />Prevention Plan (SWPPP) to address six program areas of the MS4 permit. <br /> <br />To meet the Public Participation requirement of the MS4 permit, the City is required to hold at <br />least one opportunity annually for the public to provide input on the City’s SWPPP.
