<br />G:\.Clients All\St. Anthony\City Engineer\Grants\MCES II Grant Program\2023 II Private Property Grant Program\LTR-hmcc-120423.docx 178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM December 4, 2023 <br /> <br /> <br /> <br />Honorable Mayor, City Council and Staff <br />C/O Charlie Yunker, City Manager <br />City of St. Anthony Village <br />3301 Silver Lake Road NE <br />St. Anthony, MN 55418 <br /> <br />Re: Resolution authorizing the application for the MCES 2023 Private Property I/I Grant <br /> <br /> <br />Dear Honorable Mayor, City Council and Staff: <br /> <br />Attached for your consideration is a resolution authorizing the application for the Metropolitan <br />Council Environmental Services (MCES) 2023 Private Property Inflow and Infiltration (I/I) Grant <br />which is related to the Ongoing I/I Program between the City of St. Anthony Village and the <br />MCES. <br /> <br />The 2023 Private Property I/I Grant Program provides $1.5 million in wastewater revenue to <br />provide grants to private property owners to help with repairs that will remove and prevent clear <br />water from entering the wastewater treatment system. The Minnesota Legislature amended <br />statute 471.342 to allow MCES to provide grant finding to local municipalities to assist private <br />property owners with costs associated with repairing sewer infrastructure on their property. <br /> <br />Local communities, through their 2020 Comprehensive Sewer Plan submittals, indicate that at <br />least 50% of I/I comes from private property and sanitary sewer laterals, which in St. Anthony <br />Village are owned and maintained by private property owners up to the point of connection with <br />the City of St. Anthony Village sanitary sewer main pipe typically under the roadway. To promote <br />the need for I/I mitigation, local communities identified a need for funding or private property <br />owners, which created this program for which St. Anthony Village is eligible to participate. <br /> <br />This program will give local communities the ability to provide grant assistance to private property <br />owners and distribute funds to private property owners or contractors in alignment with the grant <br />program guidelines. The MCES program guidelines are attached to this memo for reference and <br />summarized below: <br /> <br />• Grants to private property owners shall be for a percentage of actual, reasonable, and <br />verifiable I/I mitigation costs. No costs of studies, engineering, or planning shall be eligible. <br />• Grant reimbursement shall be 50% of eligible costs, up to $5,000, for applicants not meeting <br />equity criteria set by the participating municipalities. Eligible work includes: <br />o Private lateral repair and/or replacement <br />o Foundation drain disconnections and new sump pump, if associated with the <br />foundation drain disconnect <br />o Lateral televising and cleaning costs if: <br />▪ Applicant meets the equity criteria or <br />▪ Televising and cleaning result in repair or replacement of sewer lateral <br />• Grants of up to $10,000 may be given to private property owners meeting the municipality’s <br />equity criterion. <br />• The private service line or foundation drain must be active and serving an occupied building. <br />• All repairs and replacements must be made with materials and methods consistent with local <br />codes and permit requirements. <br />• Qualified spending on eligible work must occur between January 1, 2024, and December 31, <br />2024. <br />175
