City Council Regular Meeting Minutes November 28, 2023 Page 3 1 Mr. Messner reviewed the method for selection for Reconstruction Projects includes flood relief 2 effort, existing utility deterioration, pavement condition and adjacent infrastructure replacement 3 (construction phasing). The method for selection of Mill & Overlay Projects is to maintain and 4 extend the life previously reconstructed roadways. The method for selection of Thin 5 Maintenance Overlays is a non-structural asphalt layer applied as a maintenance treatment for 6 short-term corrective action. 7 8 A list of the locations for the proposed mill and overlay project was provided. The proposed thin 9 maintenance overlay will be on 31st Avenue NE (Silver Lake Road to Rankin Road). The 10 concrete work at Salo Park will replace cracked panels. The total cost for the proposed 11 improvements is estimated to be $2,667,600. A map showing the assessed parcels was provided. 12 13 For Silver Point Park the parking lot mill and overlay, reclaim and pave the trail, replace 14 cracked panels in the concrete and remove and replace the basketball court. These improvements 15 were included with the bid package for cost information and future Council consideration. 16 17 Mr. Messner reviewed the project schedule with substantial completion being done in September 18 2024. Mr. Messner stated the agreement includes the City assuming 28 maintenance of the area. Mr. Yunker stated the funds come from the stormwater fund. 29 30 Councilmember Jenson referred to Silver Point Park and asked when that will be completed, and 31 Mr. Messner stated nothing is planned at this time but was included in the facilities maintenance 32 study. The playground replacement project is still going forward. 33 34 Mayor Stille stated the street maintenance plan makes sense. 35 36 Motion by Councilmember Jenson, seconded by Councilmember Walker, for approval of 37 Resolution 23-063 – Accepting Plans and Specifications and Ordering Advertisement for Bids 38 for the 2024 Street Improvement Project. 39 40 Motion carried 4-0. 41 C.42 Resolution 23-064 – Ratifying the 2024 Agreement Between the International 43 Association of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department 44 Employees and the City of St. Anthony Village. 45 9
