City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />October 24, 2023 <br />Present: <br />Mayor & Council: <br />Randy Stille, Mayor, Bernard Walker, Jan Jenson, Thomas Randle, Wendy Webster, Councilmembers <br />Staff: <br />Charlie Yunker, City Manager, Deborah Maloney, Finance Director <br />Call to Order: <br />Mayor Stille called the Work Session to order at 6:00 p.m. <br />2024 Long Term Capital budget Plans – Part 2: <br />Finance Director Deborah Maloney reviewed the memo prepared for Council review describing the short <br />term action items and long term considerations for the Utilities Infrastructure Fund, Stormwater Fund, <br />Streets Improvement and Debt Service Plan, and the 2024 Utility Rates. <br />Council asked clarifying questions on the short term action items and Councilmember Jenson was <br />interested in the detail behind the depreciation amounts in the Utility Fund. Staff will follow up with <br />Councilmember Jenson with that additional information. <br />Council expressed appreciation for the detail included in the packet and the comparable information <br />made available for neighboring communities on their utility rates for comparison to St. Anthony. The <br />final approval of all the Capital Funds budgets and the first reading for the 2024 Utility Rates will take <br />place the next regular City Council Meeting on November 14, 2023. <br />Future Work Sessions: <br />Next Work Session will be held on November 13th, 2023, at 6:34pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:30 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
