<br /> <br />MEMORANDUM <br /> <br /> <br />To: St. Anthony Village Planning Commission <br />From: Stephen Grittman, City Planner <br />Date: Planning Commission Meeting – December 19, 2023 <br />GC Project No. 140.01 – 23.02 <br />Request: Request for a Conditional Use Permit for Adult Daycare facility in the “LI”, <br />Light Industrial District <br /> <br />Property Address: 2924 Anthony Lane, Suite 2933 <br /> <br />Property PID: 06-029-23-44-0058 <br /> <br />PROJECT DESCRIPTION <br />The Applicants are seeking approval of a Conditional Use Permit to remodel and occupy a <br />portion of an existing shopping center space at the above address. The site is zoned “LI”, Light <br />Industrial, and is surrounded by other Industrial parcels and business tenants along Anthony <br />Lane. <br />The proposed use would be as a commercial Adult Daycare business, listed as a Conditional Use <br />in the LI District. The applicants note that the use supports adults with disabilities and special <br />needs from the surrounding areas. The applicant has stated that the use would operate during <br />daytime and weekday hours (primarily 9am to 3pm), with most all of the clients arriving via <br />automobiles operated by the facility’s employees. Vans may eventually be added to support <br />the employee automobile transportation. <br />The space is an existing building with attendant parking and circulation space. The building <br />exterior would not be modified, and only internal remodeling to accommodate the proposed <br />use would be necessary. Employee parking would be available in the parking field southwest of <br />the building (to the front). The applicants indicate a capacity of 100 adults being served, with <br />an employee ratio of 10 clients to 1 employee, resulting in a staff capacity of approximately 10 <br />employees. The current parking lot capacity can accommodate more than 50 passenger <br />vehicles. <br />STAFF RECOMMENDATION <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the “LI”, Light Industrial District as a <br />baseline.
