Planning Commission Regular Meeting Minutes <br />October 17, 2023 <br />Page 3 <br />4.1 Also related to single family was the observation that long-term rental of any <br />2 housing unit was fundamentally different than short-term rental. Short-term rentals <br />3 are those that provide occupancy for less than 30 days. The Council discussion <br />4 noted that these rentals are transient and oriented to vacation travel occupancy as a <br />5 business venture, rather than constituting a residential occupancy. The Council <br />6 also observed other nearby communities that have experienced difficulty with <br />7 short-term rental, and staff has observed complaints about these rentals in St. <br />8 Anthony. <br />9 <br />5.10 The Minnesota Legislature passed a statutory change this past spring that created a <br />11 new kind of rental occupancy for the establishment of communities of micro-units <br />12 on religious property, known as “Sacred Settlements”. The legislation created an <br />13 extensive set of requirements for these settlements, with a goal of creating <br />14 affordable housing options for homeless/unhoused very-low income persons. The <br />15 settlements are required to be allowed by localities on the property of religious <br />16 institutions, owned and managed by those institutions. The legislature made <br />17 provision for local governments to add limited zoning requirements by Conditional <br />18 Use Permit. This amendment is included in the discussion of rental housing, as a <br />19 separate – but related – housing amendment. <br />20 <br />21 This information is intended to support the Planning Commission’s discussion of the rental <br />22 housing options in the community. A public hearing will be held to accompany the discussion <br />23 to include participation by members of the public. <br />24 <br />25 Mr. Grittman reviewed the existing conditions and regulations. Two maps were provided for <br />26 Commission review one showing the location of parcels with rental housing licenses and the <br />27 other showing the specific parcels that hold single family homes with rental licensees. A <br />28 summary of the license-holders and addresses for all rental residential properties was also <br />29 provided including both detached and attached housing from 1 to 3 units and excludes any <br />30 multi-family properties of 4 or more units. Previous analysis of the City’s housing stock in <br />31 this low-density category totals about 4 percent of that stock as rental. For single family <br />32 homes specifically, approximately 2 percent of that category are licensed and occupied as <br />33 rental units. <br />34 <br />35 In looking separately at where the owners of rental properties are located, about one-third of <br />36 the owners are St. Anthony residents or entities, with another third of owners being located in <br />37 adjoining and nearby communities, including Minneapolis, New Brighton, Fridley, Columbia <br />38 Heights and Roseville. The remaining one third of owners are located elsewhere (mostly <br />39 metro Twin Cities). Five of the approximately 90 rental property owners are located out of <br />40 state. <br />41 <br />42 Mr. Grittman provided three Ordinance Proposals: <br />43 <br />44 Ordinance Proposal No. 1: Limit the total number of single family rental licenses by <br />45 geographic area.
