City Council Regular Meeting Minutes <br />December 12, 2023 <br />Page 7 <br />To participate in the program, cities are required to submit to MCES a signed resolution with <br />application to the program by December 15, 2023. <br />Mayor Stille noted there is not a lot of money in the program but residents interested in applying <br />for a grant need to apply May 1 — 31, 2024. <br />7 Motion by Councilmember Webster, seconded by Councilmember Jenson, for approval of <br />8 Resolution 23-077 — A Resolution Authorizing the Application for the Metropolitan Council <br />9 Environmental Services 2023 Private Property 1/I Grant Program. <br />10 <br />I 1 Motion carried 5-0 <br />12 <br />13 D. Resolution 23-078 — Awarding a Bid for the Well No. 4 Rehabilitation Proiect. <br />14 <br />15 City Engineer Messner reviewed quotes were received for this project on Wednesday, November <br />16 8, 2023. Three quotes were received. The quotes were checked for mathematical accuracy. The <br />17 low bid was submitted by Keys Well Drilling Company of St. Paul, MN in the amount of <br />18 $98,830 for the base bid. <br />19 <br />20 In addition costs were requested for two alternate items: <br />21 Alternate No. I — New Pump Bowl Assembly $13,000 <br />22 Alternate No. 2 — Well Maintenance Work $83,000 <br />23 <br />24 These alternates are items that may or may not be required to complete the well rehabilitation. <br />25 The need for Alternates No. 1 and No. 2 will be determined following removal and inspection of <br />26 the pump and casing during the construction process. If they are determined necessary <br />27 approximately $38,580 in Base Bid items would be eliminated as they would no longer be <br />28 necessary thereby resulting in an estimated maximum total project cost of $156,250. <br />29 <br />30 Staff recommends a contract for the base bid in the amount of $98,830 to Keys Well Drilling be <br />31 awarded. Alternates should be awarded as determined necessary upon inspection. <br />32 <br />33 Councilmember Jenson asked if these costs are included in the levy for next year and Mr. <br />34 Yunker stated it is built into the water fund. <br />35 <br />36 Motion by Councilmember Walker, seconded by Councilmember Randle, for approval of <br />37 Resolution 23-078 — Awarding a Bid for the Well No. 4 Rehabilitation Contract to Keys Well <br />38 Drilling for $98,830 and Alternates No. 1 and No. 2. <br />39 <br />40 Motion carried 5-0. <br />41 <br />42 E.
