MEMORANDUM <br />To:St. Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:February 26, 2024 City Council Work Session <br />Request:Legislative Priorities <br />BACKGROUND <br />Each year the League of Minnesota Cities hosts a City Day on the Hill event to help City Councils keep informed <br />of the work the League’s Intergovernmental Relations staff is doing on cities behalf and encourage City Councils <br />to meet with their respective legislative representatives. Staff has registered all Councilmembers for the event, <br />which is on Thursday, March 7 at 9:00am for those able to attend. Staff is also arranging for meetings with our <br />House and Senate representatives. <br />It is common for City Councils to highlight how issues and proposed legislation may impact their city and provide <br />a brief summary. Staff can prepare a “one-pager” summary that can be provided to our representatives based <br />on what priorities the Council would like to highlight that borrows from the League’s legislative priorities <br />information and adds St. Anthony-specific information as applicable. <br />Last year the Council selected priorities that had interest for St. Anthony from the League’s legislative priorities. <br />Attached is the 2023 St. Anthony Legislative Priorities for reference, as well as 2024 legislative priorities from the <br />League, and two other items staff has been recently made aware of that would impact St. Anthony: <br />League of Minnesota Cities 2024 Legislative Priorities <br />“Missing Middle Housing” bill HF 4009/SF3964 <br />Required Even-Year Elections bill HF 3881 <br />The League’s Intergovernmental Relations staff is asking for comments from cities that currently hold odd-year <br />elections. Staff does not foresee any negatives switching to even year elections, but comments on that proposed <br />legislation from the Council that staff can relay to the League would be appreciated. <br />From the discussion at this work session, staff will prepare the 2024 “one-pager” to be utilized on March 7th. <br />DISCUSSION ITEMS FOR COUNCIL FEEDBACK <br />Below are the specific items for discussion and feedback for the City Council: <br />What legislative priorities would the Council wish to highlight when meeting with representatives? <br />ATTACHMENTS: <br />1)2023 St. Anthony Legislative Priorities <br />2)League of Minnesota Cities 2024 Legislative Priorities <br />3)“Missing Middle Housing” bill HF 4009/SF3964 <br />4)Required Even-Year Elections bill HF 3881 <br />11
