Parks and Environmental Commission Regular Meeting Minutes <br />December 4, 2023 <br />Page 5 <br />1 Energy, and Transportation. The City Council will review the Climate Plan for adoption at <br />2 their December 12, 2023 Meeting. The Annual Goal Setting scheduled in January will review <br />3 prioritization of Climate Plan action steps for 2024. <br />4 <br />5 Chair Bordeau stated this would not be possible without the work of City Staff and WSB. She <br />6 loves Appendix A. This is a sort of Train the Trainer where learnings are provided to the <br />7 community. <br />8 <br />9 Commissioner Holliday referred to Transportation the second initiative, under policy the <br />10 second bullet adding the word to “encouraging”. <br />11 <br />12 Chair Bordeau suggested it be requiring or encouraging adding some flexibility to the <br />13 language. Mr. Yunker suggested the word encourage be used. <br />14 <br />15 Commissioner Doolan referred to Appendix A – Under Water the last initiative. Changing the <br />16 word from strongest to resilient tree species. Under Waste, education third bullet should be <br />17 moved under third initiative. Under Waste, the last bullet the Operation Staff tracking should <br />18 be changed from water to waste. Under Energy, increase usage of renewables, the last bullet is <br />19 a duplicate. Under transportation – reduce avoidable emissions – implement infrastructure for <br />20 high speed access that enables residents to work remotely. This would be more <br />21 measurable/tangible. <br />22 <br />23 Commissioner Fee noted on page 9 remove “are”. On page 10 there needs to be words added <br />24 regarding community engagement. On page 28, natural should be capitalized and on page 31, <br />25 the last two bullets are the same. <br />26 <br />27 Dog Park Discussion. <br />28 <br />29 City Manager Yunker stated this was requested to be put on the agenda by the Commission. <br />30 Commissioner Guest asked if the City Council had any feedback on options provided. Mr. <br />31 Yunker stated it didn’t make it into a priority. The Mayor had mentioned a possible dog park <br />32 at Silverwood. The Mayor reached out to Silverwood and was told that isn’t something they <br />33 would look at doing. <br />34 <br />35 Commissioner Doolan stated she was at the Council Meeting where this was discussed and it <br />36 was a 2:2 vote. There was discussion about having one at Highway 88 and if that was too <br />37 close to a run-off space. She spoke with someone at MWMO and she was directed to Rice <br />38 Creek where there is a dog park next to the creek and as long as BMP’s are put in place that is <br />39 allowed. <br />40 <br />41 Commissioner Guest asked if this should be put back on the agenda in January or should <br />42 Commissioners start talking to the County Board to try and use the parcel on 88 as a dog park. <br />43 Mr. Yunker suggested keeping it on the Work Plan. <br />44 <br />45 Commissioner Holliday recommended advising the Council the Parks and Environmental <br />46 Commission will continue to look at the feasibility of a Dog Park.
