CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 24-022 <br />A RESOLUTION ACCEPTING AND APPROVING THE GRANT AGREEMENT <br />BETWEEN THE CITY OF ST. ANTHONY VILLAGE AND THE <br />METROPOLITAN COUNCIL OF ENVIRONMENTAL SERVICES FOR THE <br />IMPROVEMENT OF PUBLICLY OWNED INFRASTRUCTURE <br />(MCES Agreement #SG-20613) <br />WHEREAS, In 2022, Minnesota Statutes 2020, section 471.342 was amended to authorize towns and political <br />subdivisions to establish inflow and infiltration prevention programs and make loans or grants to <br />property owners. <br />WHEREAS, The Metropolitan Council Environmental Services (MCES, Council) calculates the peak hourly <br />flow discharge limit (I/I Goal) for each community connected to the metropolitan sanitary sewer <br />disposal system. Wastewater flow that exceeds the respective I/I Goal is considered excessive <br />flow. Communities that have a measured wastewater flow rate greater than 80 percent of the I/I <br />Goal are eligible to apply for the Grant. <br />WHEREAS, The Council authorizes its staff to enter into a private property inflow and infiltration grant <br />agreement with local municipalities that are eligible for this grant program. <br />WHEREAS, The City of St. Anthony Village has submitted an application to the Metropolitan Council of <br />Environmental Services (MCES) for grant funding for improvements to the publically owned <br />sanitary sewer system to reduce inflow and infiltration; and <br />WHEREAS, The MCES has determined to contribute eligible expenses during the grant activity period of <br />$40,000. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that: <br />1. The City of St. Anthony Village has budgeted and completed the City's portion of the <br />improvements as set forth in the agreement; and <br />2. The City Council agrees to accept and approve the Grant Agreement between the City of St. <br />Anthony Village and the Metropolitan Council of Environmental Services; and <br />3.
