City Council Regular Meeting Minutes <br />March 26, 2024 <br />Page 8 <br />1 Section 3 – Nuisance Storage – the exception in this section for front-yard seasonal residential <br />2 recreational equipment was modified to reflect the 10:00 p.m. to 7:00 a.m. limitations for both <br />3 noise, and for lighting. <br />4 <br />5 Section 4 – A new section was inserted based on staff feedback, which incorporates a reference <br />6 to the residential recreational equipment in the Nuisance Storage section to enhance the ability <br />7 for users of the code to find relevant information. <br />8 <br />9 Section 5 – (Formerly 4) – No changes. <br />10 <br />11 Section 6 – (Formerly 5) – Rodent harborage prohibitions. This section was amended to provide <br />12 clarification that intentional accumulations of vegetation for feeding of wild birds, and compost <br />13 structures that comply with City Code are exempt from prohibitions of this section. <br />14 <br />15 Section 7-14 (formerly 6-13) – No further changes. <br />16 <br />17 Mr. Grittman requested Council to comment on any elements of the language, and move the <br />18 ordinance to its third and final reading, at which point the Council may adopt the Ordinance as it <br />19 is presented or amended in final form. <br />20 <br />21 Councilmember Stephens asked about parking outside a residence and asked if that portion of the <br />22 ordinance was brought to the meeting and Mr. Grittman stated that had been reviewed and <br />23 approved previously. Councilmember Stephens stated she is concerned about the wording of that <br />24 section. Mr. Grittman stated this section refers to parking on private property not on the street. <br />25 Mr. Grittman will provide the language prior to the Third Reading. <br />26 <br />27 Motion by Councilmember Doolan, seconded by Councilmember Jenson for approval of Second <br />28 Reading of Ordinance 2024-01 – Amending the St. Anthony City Code, by Amending Sections <br />29 of the City Code Relating to Nuisance, Signage, Permitting, Performance Standards and Land <br />30 Use with edits specified. <br />31 <br />32 Motion carried 4-0. <br />33 <br />34 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />35 <br />36 City Manager Yunker had no report. <br />37 <br />38 Councilmember Doolan reported in the last two weeks she posted flyers asking for resident <br />39 comments about the possible contract for policing in Falcon Heights. She attended a <br />40 conversation with Great Plains. She attended IFTAR last Friday. She met with Peter Lindstrom <br />41 of MetCouncil regarding grants. She attended the Three Rivers Park Meeting last Thursday. Last <br />42 Friday she attended the MetCouncil State of Region Meeting. <br />43 <br />44 Councilmember Jenson stated on March 13 he attended the Falcon Heights Open House. There is <br />45 another Town Hall on March 27, 2024. <br />46 <br />16
