Mayor Webster thanked him for having his business in St. Anthony. <br />Councilmember Donlan asked since Linder's is closed where are the plants sourced from. Mr. <br />Ogando stated from Lake Elmo and Dayton. <br />Motion by Councilmember Doolan, seconded by Councilmember Stephens, for approval of <br />Resolution 24-023 — Approving a Request for a Conditional Use Permit for a Temporary <br />Building and Seasonal Garden Facility in the C-Commercial District — 2900 Pentagon Drive. <br />Motion carried 4-0. <br />B. Resolution 24-024 — Approving a Request for a Conditional Use Permit for a Temporary <br />Building and Seasonal Garden Facility in the C Commercial District — 3930 Silver Lake <br />Road. <br />City Planner Grittman reviewed the Planning Commission considered the proposed Conditional <br />Use Permit at a public hearing during its regular meeting on March 19, 2024. The <br />applicant/operator was not present at the meeting to answer questions from the Commission, nor <br />were other members of the public. <br />The Commission discussed the proposed use, noting that it had existed largely in the same <br />location and nature of operation in previous years, without apparent incident or issue. Questions <br />were raised as to the restroom facilities available to employees the applicant is the tenant on the <br />subject property— Cub Foods, which can grant approval for the garden center operator and its <br />employees to utilize store facilities. The Commission noted that any future utilization of <br />temporary portable restroom facilities would require staff approval, presuming compliance with <br />the requirements of the City Code. <br />Mr. Grittman stated the applicant is seeking approval of a Conditional Use Permit to erect and <br />operate a temporary garden center as a commercial use on the property at 3930 Silver Lake Road <br />
