City Council Regular Meeting Minutes <br />April 9, 2024 <br />Page 4 <br />1 Mr. Grittman noted in 2023, there were two primary amendments to the parking regulations, <br />2 including an expanded set of definitions (152.08), and an expanded set of parking regulations <br />3 (152.179). Both redlined versions are attached to provide additional background about the <br />4 current language as adopted by the Council last year. <br />5 <br />6 Mr. Grittman explained this is the third and final of three readings of the proposed ordinance. <br />7 The Council is asked to comment on any elements of the language. If approved, the action would <br />8 be to approve the third and final reading, and to adopt Ordinance 2024-01 as it is presented or <br />9 amended in final form. <br />10 <br />11 Mr. Gritman reviewed that the Planning Commission considered the proposed elements of the <br />12 Ordinance at a public hearing during its regular meeting on February 20, 2024. The Planning <br />13 Commission discussed the various sections and noted that there was nobody from the public to <br />14 comment on the amendments. Their discussion included comments in the staff report noting <br />15 potential policy or technical issues for review. The City Council took up the first reading of the <br />16 Ordinance at its regular meeting on March 12, 2024. The Council discussed the Planning <br />17 Commission recommendations, directed staff to modify a few of the items, and commented on <br />18 others. At the March 26, 2024 City Council meeting, the Council held the second reading of the <br />19 proposed Ordinance, reviewed changes made to the Ordinance draft reflecting prior Council <br />20 discussion, and had no further changes. Staff is requesting adoption of the ordinance as <br />21 presented, or as amended with any final comments from the City Council. <br />22 <br />23 Mayor Webster thanked staff for including the amendments that were made to the code regarding <br />24 parking. She appreciated the visuals as well. <br />25 <br />26 Councilmember Doolan asked if the Council was approving the amendments related to noise and <br />27 the parking changes were approved in the past. Mr. Grittman reported this was the case. <br />28 <br />29 Further discussion ensued regarding the definitions portion of City Code. <br />30 <br />31 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve final <br />32 reading and adopt Ordinance 2024-01, Amending the St. Anthony City Code, by Amending <br />33 Sections of the City Code relating to Nuisance, Signage, Permitting, Performance Standards and <br />34 Land Use. <br />35 <br />36 Motion carried 5-0. <br />37 <br />38 C.Resolution 22-029 – Resolution Approving a Summary Publication of Ordinance 2024- <br />39 01. <br />40 <br />41 City Manager Yunker reviewed the resolution with the Council and indicated it approves <br />42 summary publication of Ordinance 2024-01 instead of publishing in its entirety. <br />43 <br />44 Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve Resolution <br />45 22-029, Resolution Approving a Summary Publication of Ordinance 2024-01. <br />46
