City Council Joint Town Hall Meeting Minutes <br />April 18, 2024 <br />Page 4 <br />1 The Input received from the St. Anthony Police Department was provided. The City of St. <br />2 Anthony Village engaged Chad Weinsten from Ethical Leaders in Action, Inc. to gather input. <br />3 The approach taken included interviewed nearly all department personnel, covering command <br />4 staff, patrol officers, investigations and on-sworn staff. The learning to date includes <br />5 Commitment to professionalism, Love of work culture, Support for and trust in police leadership, <br />6 and partnership must be done right. While generally open to a renewed partnership some officers <br />7 expressed considerable concerns to be discussed: <br />8 <br />9 Relationship Concerns <br />10 Mutual trust needs to be established and relations need to be developed. <br />11 Confidence department will be supported when use of force incidents take place. <br />12 <br />13 Operational Concerns <br />14 Cannot provide effective services before 1/1/2026. <br />15 Recruitment and training for new officers on top of current needs. <br />16 Expansion of police facility would be necessary. <br />17 <br />18 The department analyzed call data and identified the following additional personnel to support <br />19 expansion: <br />20 Patrol Officers 4 additional patrol officers same as previous contract. <br />21 Swing Shift Patrol 2 additional officers during high call volume time. <br />22 Investigator 1 investigative capacity to adequately address call type needs. <br />23 Community Engagement Officer – 1 Sworn officer to coordinate community engagement. <br />24 Administrative Support – 1 additional administrative capacity similar to previous contract. <br />25 <br />26 The preliminary staffing and contract approach methodology was determined by allocating costs <br />27 based on a 50/50 blend of population percentage and call volume percentage, applied to total <br />28 police costs. Numbers were rounded for clarify. <br />29 <br />30 Based on draft methodology, the numbers are founded for clarity and accelerated by a 4% <br />31 inflation assumption: <br />32 Preliminary Contract Price Range in 2026 $1,650,000 - $1,800,000 <br />33 Additional personnel, operating and equip. costs $1,400,000 - $1,500,000 <br />34 Fixed costs and shared capital contribution $250,000 - $300,000 <br />35 <br />36 Mr. Yunker stated each City Council will discuss moving to the next step at their upcoming <br />37 regular meetings. St. Anthony Village’s next meeting will be held on Tuesday, April 23, 2024 <br />38 and Falcon Heights next meeting will be held on Wednesday, April 24, 2024. <br />39 <br />40 Residents can visit the City’s website to learn more detailed information on the potential policing <br />41 partnership and St. Anthony Police Department’s Contract Services including Frequently Asked <br />42 Questions, Who to Contact with Concerns, About the SAPD, and Background on both cities. <br />43 Savmn.com/sapd-contract-services and falconheights.org. <br />44 <br />45 Mayor Webster stated the purpose of this town hall event is to hear themes in the survey results <br />46 from community members and from our police officers.
