PUBLIC HEARING. 14 15 A. 2024 Street Improvement Project. 16 17 WSB Project Manager Katie Koscielak reviewed this evening Council is requested to consider 18 three resolutions; A Resolution Ordering Improvements for the 2024 Street Improvement 19 Project, A Resolution Adopting and Confirming Assessments for the 2024 Street Improvement 20 Project, and A Resolution Awarding a Bid for the 2024 Street Improvement Project. 21 22 Ms. Koscielak reviewed the Proposed Mill and Overlay Projects proposed as well as the 23 Proposed Thin Maintenance Overlay Project. Also included is a project to replace the cracked 24 concrete panels in Salo Park. Projects in Silver Point Park include Mill and Overlay of the 25 Parking Lot, Reclaim and Pave the Trail, Replace Cracked Concrete Panels, and Remove and 26 Replace the Basketball Court. 27 28 The common construction concerns include turf and driveway restoration, driveway access 29 maintained except spot curb replacement, special needs/events, sprinkler systems/invisible 30 fencing, mail/garbage service and private utilities. 31 32 Project funding will come from the assessment policy for single family residential roadway mill 33 and overlay. Properties will be assessed on unit basis with Residential at 50%. Interior lots will 34 be considered one unit and corner lots will be considered 0.5 unit on each roadway. The 35 assessment policy for multi-family/church roadway mill and overlay properties will be assessed 36 on front foot basis for multi-family/church at 50%. Ms. Koscielak further explained the 37 assessments to various lots and provided a funding breakdown of the project costs showing 38 assessments and City Cost. The total proposed improvements are $2,361,900.00. 39 40 The assessment process follows Minnesota Statute Chapter 429 — Public Improvements. Written 41 objection appeal must be presented in writing and signed by the property owner prior to or at the 42 hearing. Notice of appeal must be filed within 30 days after adoption of the assessment. The 43 interest rate is set at the time of assessment certification. A map showing the affected properties 44 for the assessments was provided for City Council review. The Mill and Overlay Assessments 45 are paid over a 10 year period. The interest rate is determined at the time of bond sale. Three 46 options are offered as pay-off full assessment to avoid interest, partial payment or apply directly
