MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Jeff Spiess, Police Chief <br />Date:May 28, 2024 City Council Meeting <br />Resolution:Approval of Resolution 24-038 – Approve Ramsey County Violent Crimes Enforcement Team <br />Joint Powers Agreement (JPA) <br />OVERVIEW <br />In front of you this evening is a resolution to approve the Ramsey County Violent Crimes Enforcement Team <br />joint powers agreement (JPA). <br />At the City Council Work Session on September 13, 2022, Police Department staff presented a staffing analysis <br />that identified future needs of the department, which included additional investigative capacity achieved <br />through jointing the Ramsey County Violent Crimes Enforcement Team (VCET). <br />The purpose of the VCET is investigating and prosecuting gang and violent crimes, especially felonies that have <br />the likelihood of being related to the distribution of narcotics. On May 2, 2024, The Ramsey County VCET <br />advisory board voted to amend the JPA to add the City of Saint Anthony Village, through the St. Anthony Police <br />Department, as a member of VCET. The City’s 2024 budget planned for participation beginning on July 1, 2024 <br />with funds available for filling the open position when the appointed officer joins the VCET team. <br />Approval of this resolution allows for the JPA to draft an updated agreement that includes the St. Anthony Police <br />Department and authorizes staff to execute needed documents to formalize participation.
