City Council Regular Meeting Minutes <br />May 14, 2024 <br />Page 4 <br />1 City Manager Yunker stated staff has created a special event permit to facilitate gathering event <br />2 information, department head reviews of event, and staff recommendations to the City Council. <br />3 The special event permit is used if the event fits one or more of the following criteria: <br />4 Expected attendance of more than 100 people and open to the general public <br />5 Event is requesting the use of city property and/or street closures <br />6 There will be amplified live or pre-recorded music <br />7 There will be the sale of alcoholic beverages <br />8 City Manager Yunker explained that Mr. Bauman is seeking permission in their parking lot to: <br />•9 Utilize spaces in their parking lot for games, temporary bar, and beer truck. <br />•10 Amplified broadcasting of music and announcements <br />11 <br />12 City Manager Yunker stated staff has reviewed the special event and finds it to be reasonable and <br />13 consistent with previous special events held in their parking lot in past years. Staff recommends <br />14 the amplified broadcast ends by 8 p.m. to comply with our noise ordinance and that Mr. Bauman <br />15 notifies the adjacent homeowners of the event due to the amplified broadcasting of music. Staff <br />16 has reviewed the special event and recommends approval. <br />17 <br />18 Councilmember Doolan asked if the street would be closed for this event. City Manager Yunger <br />19 reported the street would not be closed as the event would be held in the parking lot. <br />20 <br />21 Mayor Webster thanked staff for the detailed staff report. She indicated she supported this event <br />22 moving forward. <br />23 <br />24 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution <br />25 22-036, a Resolution Approving a Special Event Permit at 3701 Stinson Boulevard NE. <br />26 <br />27 Motion carried 5-0. <br />28 <br />29 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />30 <br />31 Councilmember Doolan stated she attended the Minnesota Cities Climate Caucus on April 25 <br />32 where CEE discussed electrifying everything. She noted she participated in clean up events at <br />33 Trillium and Silver Point Parks on Earth Day. On April 28 she assisted with the Kiwanis <br />34 Pancake Breakfast. She explained she attended the joint school board meeting on April 30 and <br />35 last week she spoke with fifth graders about gardening. <br />36 <br />37 Councilmember Jenson stated he attended the joint school board meeting on April 30. He <br />38 reported on May 8 he attended the NYFS annual luncheon. He explained on May 9 he attended <br />39 the Ramsey County League of Local Governments climate action working group and on May 10 <br />40 he attended Ramsey County’s monthly program meeting. <br />41 <br />42 Councilmember Stephens reported she attended some of the other events in the City and attended <br />43 the DEI and cyber security training through the LMC. <br />44 <br />6
