CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 24-038 <br />A RESOLUTION APPROVING THE JOINT POWERS AGREEMENT WITH RAMSEY <br />COUNTY VIOLENT CRIMES ENFORCEMENT TEAM (VCET) <br />WHEREAS, The State of Minnesota Department of Public Safety has created and provided grant funding <br />for two multi -agency Violent Crime Enforcement Teams (VCETs), one in Hennepin County <br />and one in Ramsey County; and <br />WHEREAS, The VCET must be established by a Joint Powers Agreement (JPA) and governed by <br />an advisory board with representatives from each participating law enforcement <br />agency and a representative of the County Attorney's Office; and <br />WHEREAS, The Ramsey County VCET is currently comprised of Ramsey County through the <br />Ramsey County Sheriffs Office, the City of Maplewood through the Maplewood <br />Police Department, the City of New Brighton through the New Brighton Police <br />Department, the City of Roseville through the Roseville Police Department, the City <br />of St. Paul through the St. Paul Police Department, the City of White Bear through <br />the White Bear Lake Police Department and the City of Mounds View through the <br />Mounds View Police Department; and <br />WHEREAS, The Ramsey County VCET was formed for the purpose of enforcing controlled <br />substance laws and investigating and prosecuting gang and violent crimes, especially <br />felonies that have the likelihood of being related to the distribution of narcotics <br />and/or other cases that have an impact on all Parties; and <br />WHEREAS, On May 2, 2024, the Ramsey County VCET advisory board voted to amend the JPA <br />to add the City of St. Anthony, through the St. Anthony Police Department, as a <br />member of the VCET. <br />THEREFORE, BE IT RESOLVED, the City Council of the City of St. Anthony Village approves <br />the participation of a Joint Powers Agreement (JPA)with the Ramsey County Violent Enforcement <br />Team with the effective date designated in the JPA and that the Mayor, City Manager and Police <br />Chief be authorized and directed to sign the Agreement on behalf of the City. <br />Adopted this 28th day of May, 2024. <br />��'ne'o � 64zel/%i- <br />Wen y Webster Mayor <br />
