City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />MAY 28, 2024 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Jan Jenson, Thomas Randle and Andrea <br />Stephens. <br />Absent: <br />None <br />Staff: <br />City Manager Charlie Yunker and Police Chief Jeff Spiess <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes <br />A.May 14, 2024 Council Work Session Meeting Minutes <br />Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve the City Council <br />Work Session Meeting Minutes of May 14, 2024 as presented. <br />Motion carried 5-0. <br />2.Work Session Topics <br />A.Potential Renewal of Police Partnership with the City of Falcon Heights Update. <br />City Manager Yunker reviewed the staff memo describing at its regular meeting on April 23, 2024 the <br />City Council approved continuing the exploratory process of a renewed police service partnership with <br />the City of Falcon Heights. This moves the process into Phase 3 where a final decision is made based <br />upon a final contract and agreed-upon timeframe for implementation which is based on many logistical <br />details. <br />As a part of the discussion, Council noted particular items they would like to review as the process <br />continues including: <br />Lessons learned from the previous relationship. <br />A Police Department SWOT Analysis. <br />Benefits to the City and the Police department on a renewed partnership. <br />Appropriately sharing/mitigating risk. <br />Financial plan that would not increase the St. Anthony tax levy from a renewed partnership. <br />A staffing plan and timeline to support expansion of the department when hiring is very <br />challenging. <br />Since the April 23 meeting staff from both cities have continued exploratory work and an update on the <br />progress to date is provided. <br />Lessons Learned From the Previous Relationship & Sharing Risk
