May 28, 2024 St. Anthony Council Work Session - 3 <br />Full time Community Engagement Officer <br />Expanded Facilities <br />Cost Sharing <br />Threats <br />Historical Impact <br />Communication Shortcomings <br />Maintaining Current Culture <br />Added Stress on Staff During Transition <br />Unclear Expectations, Chain of Command & Capacity Considerations <br />Anticipated Negative Feedback <br />In 2023 Staff highlighted a need for a professional work environment to draw recruits to a changing <br />police department, including but not limited to: <br />Repurpose existing spaces to be more usable <br />Need for training and meeting space <br />Larger secure evidence storage <br />Improve daylight access <br />Add additional equipment storage <br />Rework locker rooms <br />Improve reception area <br />Larger garage and secured storage <br />Staff is not proposing that an entirely new police station be constructed. A contract price is being <br />structured so the revenue from the police services contract could fund the renovations. Thus, no <br />additional tax levy from St. Anthony residents would be needed. Police Chief Spiess stated he toured <br />other police facilities. <br />The department analyzed call data and identified the following additional personnel to support <br />expansion: <br />Patrol Officers – Additional patrol officers same as previous contract – 4 <br />Swing Shirt Patrol – Additional officers during high call volume time – 2 <br />Investigator – Investigative capacity to adequately address call type needs – 1 <br />Community Engagement Officer – Sworn officer to coordinate community engagement for all <br />cities – 1 <br />Administrative Support – Additional administrative capacity similar to previous contract – 1 <br />Total additional personnel needed – 9 <br />In order to achieve the needed staffing level, the Police Department would propose the following <br />approaches: <br />Expansion of the Cadet Program – The department is currently authorized for 2 cadets. One is in place <br />and another is starting within the next month. There has been some increased interest in the Cadet <br />program, and staff is requesting that this authorized strength be increased to 6t, which will increase our <br />ability to promote the opportunity. An evaluation of compensation and incentives should be conducted <br />to ensure St. Anthony is competitive.
