City Council Regular Meeting Minutes <br />May 28, 2024 <br />Page 3 <br />1 Rehabbers Choice LLC $26,500.00 <br />2 RAK Construction Inc.$26,784.00 <br />3 <br />4 It was determined that RAK Construction provides the best value and staff is recommending the <br />5 approval to proceed with this project using their services. <br />6 <br />7 Motion by Councilmember Doolan, seconded by Councilmember Stephens, to approve <br />8 Resolution 24-037 A Resolution Approving Construction of the Assistant Fire Chief Office <br />9 Space using RAK Construction Inc. <br />10 <br />11 Motion carried 5-0. <br />12 <br />13 B.Resolution 24-038 – Approving the Joint Powers Agreement with Ramsey County <br />14 Violent Crimes Enforcement Team (VCET). <br />15 <br />16 Police Chief Jeff Spiess reviewed at the September 13, 2022 City Council Work Session, Police <br />17 Department staff presented a staffing analysis that identified future needs of the department, <br />18 which included additional investigative capacity achieved through joining the Ramsey County <br />19 Violent Crimes Enforcement Team (VCET). <br />20 <br />21 The purpose of the VCET is investigating and prosecuting gang and violent crimes, especially <br />22 felonies that have the likelihood of being related to the distribution of narcotics. On May 2, 2024, <br />23 the Ramsey County VCET advisory board voted to amend the JPA to add the City of St. <br />24 Anthony Village, through the St. Anthony Police Department, as a member of VCET. The City’s <br />25 2024 budget planned for participation beginning on July 1, 2024 with funds available for filling <br />26 the open position when the appointed officer joins the VCET team. <br />27 <br />28 Approval of this resolution allows for the JPA to draft an updated agreement that includes the St. <br />29 Anthony Police Department and authorizes staff to execute needed documents to formalize <br />30 participation. City Attorneys from the participating cities, Ramsey County, and the League of <br />31 MN Cities have reviewed and approved the agreement. <br />32 <br />33 Councilmember Jenson stated there are currently other JPA’s in effect and this is a separate JPA <br />34 with VCET team. Police Chief Spiess stated one Police Department member will be assigned to <br />35 the team. <br />36 <br />37 Councilmember Doolan stated this decision was made previously and this is just formalizing the <br />38 agreement. This will assist all of St. Anthony and Lauderdale and any future service contracts. <br />39 <br />40 Mayor Webster stated crimes are becoming more complex and with this JPA the City has the <br />41 benefit of the experience from the entire VCET team. <br />42 <br />43 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />44 24-038 a Resolution Approving the Joint Powers Agreement with Ramsey County Violent <br />45 Crimes Enforcement Team (VCET). <br />46 <br />7
