Planning Commission Regular Meeting Minutes <br />May 21, 2024 <br />Page 4 <br />1 would need to provide notice or the City would provide the notice. Mr. Grittman stated the <br />2 City would send out the notice of the application for a license to the neighboring properties. <br />3 The realtor selling the house should be aware and should notify the potential buyers. <br />4 <br />5 Commissioner Rude stated the City should encourage bees but needs to monitor for health and <br />6 safety of others. He wouldn’t want his property not to be able to be sold because the neighbor <br />7 has bees. <br />8 <br />9 Commissioner Rude asked what the rear building line is. Mr. Grittman stated behind the rear <br />10 building line of the yard. Does 30 feet from any neighboring building include a storage shed <br />11 and Mr. Grittman stated it does as far as it is written. <br />12 <br />13 Chair Socha asked about the limit of number of colonies and whether the term nucleus should <br />14 be used. No modifications are needed. <br />15 <br />16 Commissioner Rude stated #2 and #8 appear identical. Mr. Grittman stated he failed to delete <br />17 that and will do so. <br />18 <br />19 Commissioner Rude referred to #10 and the height being at least 6 ft high. He suggested <br />20 modifying the language and it seems the exit and entry level for bees entering the hives is <br />21 really the concern. Chair Socha asked that this issue be considered and some of the questions <br />22 be answered. <br />23 <br />24 Commissioner Rude stated he is also unclear on “E”. If it is 6 feet there is no flyway needed. <br />25 He asked if that is referring to the hive itself. Mr. Grittman stated that if there was an <br />26 enclosure around the hive of at least 6 feet then the extended flyway barrier would not be <br />27 needed. Mr. Grittman will ask more specific questions to the PEC. <br />28 <br />29 Chair Socha referred to the section (K1) on inspections. It doesn’t include how often the <br />30 inspection needs to be done. Mr. Grittman stated he presumes the City would not want a <br />31 limitation on the number of inspections. <br />32 <br />33 Commissioner Rude referred to the scheduling of the hearing after notice of intent to revoke. <br />34 Notice should be required to the neighbors of the property. Mr. Grittman stated it would be <br />35 fair to provide notice. It is not a public hearing however interested parties are invited to <br />36 attend. Notice would not be a problem to send neighbors the notice that the hearing would be <br />37 held. Commissioner Rude withdrew his suggestion. Chair Socha stated she feels some of the <br />38 neighbors may have comments and suggested it be flagged for City Council discussion. <br />39 <br />40 Commissioner Rude referred to #4 at the bottom of the page add “if required” to the statement <br />41 of moving to another location. <br />42 <br />43 Chair Socha asked if the Commission is in favor or against the overall ordinance. <br />44 Commissioner Hark stated it is routine for a City to have such an ordinance. Commissioner <br />45 Anderson stated there are benefits to having bees and she is glad the PEC brought this up.
