City Council Regular Meeting Minutes <br />June 11, 2024 <br />Page 8 <br />1 Councilmember Doolan asked if the plans include raising the trail that goes through Central Park <br />2 that is many times under water. Ms. Koscielak stated they can look at that. Councilmember <br />3 Doolan asked about the Macalaster Drive that has limited access and alternative parking. Ms. <br />4 Koscielak stated they are looking at that to make sure residents can get in and out during the <br />5 project through temporary parking opportunities. <br />6 <br />7 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve Resolution <br />8 24-040 – Ordering Preparation of Feasibility Report for the 2025 Street and Utility <br />9 Improvements. <br />10 <br />11 Motion carried 5-0. <br />12 <br />13 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />14 <br />15 City Manager Yunker announced Zach Lundberg has left St. Anthony for a position in Maple <br />16 Grove and wished him well. Night to Unite registration has opened. He thanked residents who <br />17 have submitted their water surface line inventory to their City. <br />18 <br />19 Councilmember Doolan stated on May 29 she toured the Towerside Innovation District. In June <br />20 she helped the Middle School Garden Club put in gardens. She also helped residents get <br />21 connected to the e-bike rebate. On June 10, she attended the Chamber of Commerce Meeting. <br />22 <br />23 Councilmember Jenson had no report. <br />24 <br />25 Councilmember Stephens had no report. <br />26 <br />27 Mayor Webster noted on May 28, she and City Manager Yunker met with Dr. Chad Weinstein. <br />28 On May 29, she met with 5th graders interested in building a community garden. On June 2, she <br />29 met with a teenager who was starting a window-washing business. On June 3, she attended the <br />30 scholarship award ceremony at St. Anthony High School. On June 7, she and City Manager <br />31 Yunker had a meeting with some residents of St. Anthony and also attended a welcome back to <br />32 the neighborhood celebration for a family who lost their home to a fire. She thanked the St. <br />33 Anthony Police Officers who were providing support to Minneapolis Police during the funeral <br />34 for Officer Jamal Mitchell. <br />35 <br />36 VIII.COMMUNITY FORUM. <br />37 <br />38 Ms. Laura Labarch, 2909 Townview Avenue, stated she was at a meeting a month ago regarding <br />39 the policing of Falcon Heights. There are 1,000 unfilled police officer positions in Minnesota and <br />40 it will be difficult to find officers to join St. Anthony for servicing Falcon Heights. The larger <br />41 police facility will be a burden on the St. Anthony taxpayers. She quoted various articles in <br />42 newspapers and stated there should be a hard stop at this point due to the tax burden and the <br />43 decreased police protection for St. Anthony. <br />44 <br />45 Ms. Joan Peterson, 3200 Hilldale, referred to comparing cannabis sales to the liquor stores. There <br />46 is a difference between the liquor store and cannabis sales is that people can purchase and start <br />47 <br />12
