MEMORANDUM <br />To: Saint Anthony Village City Council <br />From: Charlie Yunker, City Manager <br />Date: June 25, 2024 City Council Meeting <br />Resolution: Approval of Resolution 24-043 – Approval of Amendments to Doran Planned Unit Development <br />Agreement and Ancillary Documents related to Doran’s Contract for Private Development <br />OVERVIEW <br />In front of you this evening is a resolution to approve Amendments to Doran Planned Unit Development <br />Agreement and Ancillary Documents related to Doran’s Contract for Private Development. <br />Doran representatives reached out to staff to request approval of these documents in order to secure their <br />financing for Phase II of The Ruby at 3750 Silver Lake Rd NE in St Anthony. This is a timely request for Doran, as <br />they need these documents executed so they can secure their financing that is scheduled a few days subsequent <br />to this meeting. <br />The City worked to respond and provide the needed City & HRA approvals by their needed deadline, and the <br />requested documents were reviewed by Stacie Kvilvang of Ehlers and her team, our City Planner Steve Grittman <br />and our City Attorney Jay Lindgren and his team. All reviewed their respective documents as appropriate and <br />recommend approval. <br />Our City Attorney also provided a summary memo to help explain the purpose of the documents as these do not <br />come before the City Council or HRA very often, and initial approval of The Ruby redevelopment project took <br />place under a previous Council. <br />STAFF RECOMMENDATION <br />Staff recommends approval. <br />ATTACHMENTS: <br />•City Attorney’s Summary Memo <br />•First Amendment to Planned Unit Development Agreement <br />•Amended Subordination of Development Agreement <br />•Memorandum of Unrecorded Agreements <br />•Resolution 24-043 <br />61
