Resolution 24-045 Authorizingthe he City Manager to Execute the Assessment Agreement <br />Between the City of Saint Anthony Village and Hennepin County. <br />Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve the <br />Consent Agenda items. <br />Motion carried 5-0. <br />9 IV. PUBLIC HEARING - NONE. <br />10 <br />11 V. REPORTS FROM COMMISSION AND STAFF. <br />12 <br />13 A. Resolution 24-046 Approving a Request for a Conditional Use Permit for an Electronic <br />14 Dynamic Display Sign at 2801 Kenzie Terrace in the "C" Commercial Zoning District <br />15 <br />16 City Planner Grittman reviewed the applicant (James Hamilton — Teak Properties o/b/o <br />17 Boulevard Autoworks) is proposing to replace an existing freestanding sign with a <br />18 ground/monument sign with an electronic message display located at 2801 Kenzie Terrace. The <br />19 ground sign would be located along the area of the parcel adjacent to Kenzie Terrace in the <br />20 location of the current sign. Because a portion of the sign will include an electronic digital <br />21 display, the sign requires a Conditional Use Permit pursuant to Section 155.29 of the City's Sign <br />22 Ordinance. <br />23 <br />24 The Planning Commission considered the item at a public hearing on June 18, 2024. The <br />25 applicant was present to answer questions. No members of the public submitted comments, nor <br />26 were any present at the hearing. Based on a review of the proposed sign and the applicable <br />27 regulations, the Planning Commission voted unanimously to recommend approval of the CUP <br />28 request, with a condition related to compliance with code requirements applicable to the <br />29 operation of dynamic display signs. <br />30 <br />31 Mr. Grittman showed the proposed sign location on a drawing and aerial photograph. <br />32 <br />33 Staff recommends approval of the requested Conditional Use Permit for an electronic dynamic <br />34 display sign at 2801 Kenzie Terrace with the following conditions: <br />35 <br />36 1. Compliance with the operational standards of the code in Section 155.29. <br />37 <br />38 Councilmember Doolan stated she appreciated the conversation in the Planning Commission <br />39 Meeting. <br />40 <br />41 Councilmember Jenson stated this proposed sign is no different than the one on Stinson and 33rd <br />42 Avenue. <br />43 <br />44 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution <br />45 24-046 approving the Conditional Use Permit application for a dynamic display sign, pursuant to <br />
