City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />JULY 23, 2024 <br />Present: <br />Mayor & Council: <br />Mayor Pro Tem Jan Jenson, Councilmembers Lona Doolan, Thomas Randle, and Andrea Stephens. <br />Absent: Mayor Wendy Webster <br />Staff: <br />City Manager Charlie Yunker. <br />Call to Order: <br />Mayor Pro Tem Jenson called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes <br />A.July 9, 2024 Council Work Session Meeting Minutes <br />Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve the City Council <br />Work Session Meeting Minutes of July 9, 2024 as presented. <br />Motion carried 5-0. <br />2.Work Session Topics <br />A.Falcon Heights – St. Anthony Village Potential Police Partnership Update <br />City Manager Yunker reviewed Council approved at their April 23, 2024 Regular Meeting to continuing <br />the exploratory process of a renewed police service partnership with the City of Falcon Heights. This <br />moves the process into Phase 3 where a final decision is made based upon a final contract, and agreed- <br />upon timeframe for implementation which is based on many logistical details. As part of that discussion <br />Council noted particular items they would like to review as the process continues. Those included: <br />Lessons learned from the previous relationship. <br />A Police Department SWOT Analysis. <br />Benefits to the City and the Police department on a renewed partnership. <br />Appropriately sharing/mitigating risk. <br />Financial plan that would not increase the St. Anthony tax levy from a renewed partnership. <br />A staffing plan and timeline to support expansion of the department when hiring is very <br />challenging. <br />At the City Council’s Work Session on May 28, 2024 the Council reviewed the three primary lessons <br />learned from the previous relationship, a Police Department SWOT analysis that included benefits to the <br />City and the Police Department, and the staffing plan for fulfilling a contract for service and the <br />approach to expansion of the Police Department in a very challenging hiring market. <br />A draft contract that staff from both St. Anthony and Falcon Heights have been working on for Council <br />review was provided.
