July 23, 2024 St. Anthony Council Work Session - 4 <br />Councilmember Doolan stated the Joint Operations Committee is a key element. She suggested the <br />Committee meet quarterly. Mayor Pro Tem Jenson stated the Committee should determine their <br />frequency to own the process. Councilmember Doolan asked the difference of having a Joint Powers <br />Agreement or not having one. Mr. Yunker stated for many years St. Anthony contracted with Roseville <br />for IT Services. Now the Roseville IT is a separate entity from any of the cities. In this contract the three <br />cities have a role. She asked what St. Anthony’s legal liability in the event enough Police Officers cannot <br />be hired for breach of contract. Mr. Yunker stated we would not be able to fulfill our side of the <br />contract. The implementation timeline is key. <br />Mayor Pro Tem stated if we don’t have the headcount we don’t provide the services. The contract <br />execution has to recognize that. <br />Councilmember Doolan asked if the City Attorney has reviewed the contract and Mr. Yunker stated <br />Dorsey has reviewed.
