Mr. <br />2 Sonterre stated Mr. Stasica has some contacts with the Rice Creek Watershed. Mr. Stasica <br />3 shared some information on the partnership with the watershed to get more of the water quality <br />4 information. <br />5 <br />6 Mayor Pro Tem Jenson asked when this project will start and Mr. Sonterre stated spring of 2025. <br />7 The dollar value of the project is hard to determine and will be funded by the grant. It is <br />8 approximately $50,000. <br />9 <br />10 Motion by Councilmember Doolan, seconded by Councilmember Stephens, to approve <br />11 Resolution 24-051 – Approving a St. Anthony Village Ecological Improvement Plan and <br />12 Approving a Right of Entry Agreement and Partnership Pledge with Hennepin County. <br />13 <br />14 Motion carried 3-0. <br />15 <br />16 VI.GENERAL BUSINESS OF COUNCIL. <br />17 <br />A.18 Liquor Operations Mid-Year Report. <br />19 <br />20 Assistant Manager Bill Haugen and Liquor Operations Manager Mike Larson reviewed a Power <br />21 Point presentation of the mid-year report for St. Anthony Liquor Operations. There are two <br />22 locations – Silver Lake Village and Marketplace. Mr. Haugen reviewed the Mission and Vision <br />23 Statements. The value of St. Anthony Village Wine and Spirits include: <br />24 <br />25 Liquor Operations actively participates in the City’s Mission, Vision and Strategic Initiatives: <br />26 Environmental responsibility. <br />27 Civic engagement. <br />28 Welcoming retail environment. <br />29 Fiscal & organizational strength. <br />30 Quality infrastructure. <br />31 Safe and secure stores. <br />32 <br />33 Profits are transferred to the General Fund and can be used to: <br />34 Provide Property Tax Levy Relief. <br />35 Provide Funds for Equipment Purchases for Police, Fire and Public Works. <br />36 Supplement General Fund Purchases. <br />37 <br />38 Mr. Larson reviewed conditions through June 2024. <br />39 Customer Purchasing Habits – Inflationary buying habits as customers purchase <br />40 less expensive and sale items. THC/CBD Beverage sales continue to climb. <br />41 Sales Decrease of 3.1% <br />42 Gross Profit Increase of 3.5% <br />43 Operating Expense Increase of 2.4% <br />44 Net Profit Increase of 7.3% <br />45 <br />10
