Planning Commission Regular Meeting Minutes <br />June 18, 2024 <br />Page 7 <br />1 <br />2 Commissioner Morita suggested adding some conditions for improvements to the outside of <br />3 the building. If the building looks nice on the outside there is a benefit to the City. <br />4 <br />5 Chair Socha stated she was excited to see it becoming more greenspace instead of just asphalt <br />6 parking lot. When the parking lot needs to be redone and the parking be looked at and a <br />7 portion becoming more sustainable. <br />8 <br />9 Commissioner Morita asked who determines when the asphalt needs to be redone and <br />10 converted to greenspace. <br />11 <br />12 Chair Socha re-opened the public hearing at 8:12 p.m. <br />13 <br />14 Chair Socha asked if the applicant would agree to make some greenspace. Mr. Ross stated the <br />15 only exterior work planned at this time was a playground under the canopy. There is a lot of <br />16 parking spaces there and a lot of asphalt. They would entertain working with the City to create <br />17 some greenspace. It would take a few years to create that greenspace. They would have <br />18 outdoor play time. They would make it a top priority once they have full ownership of the <br />19 building and after the community center is created. <br />20 <br />21 Chair Socha closed the public hearing at 8:16 p.m. <br />22 <br />23 Commissioner Rude stated he doesn’t appreciate the applicant coming before the Commission <br />24 after they have purchased the building. They should have come prior to that. He recommends <br />25 denying the request. This is a gateway to the community. A different approach is needed. <br />26 <br />27 Commissioner Anderson asked if there has been any other interest in the property. Mr. <br />28 Grittman stated he would not be aware of all interest. There was an attempt to revive the <br />29 multi-family project at one time which did not go anywhere. <br />30 <br />31 Commissioner Morita asked Commissioner Rude if he would rather see the property stand <br />32 empty until a multi-family proposal was received. <br />33 <br />34 Commissioner Hark asked if a temporary use could be issued for their purposes. Mr. Grittman <br />35 stated under a PUD a timeline could be included. It would need to be approved by the <br />36 property owner. She is not comfortable in closing the chapter for affordable housing in this <br />37 property. <br />38 <br />39 Chair Socha stated an investment by the City would be needed to have it become multi-family <br />40 housing. It would be a different situation had there been a lot of interest in affordable housing. <br />41 More taxes would be wonderful. St. Anthony has a great school. There are other types of <br />42 education for different communities. There have been no negative comments received from <br />43 the community. Her biggest concern is losing tax revenue. <br />44 <br />45 Mr. Grittman stated the action can be forward to the City Council without recommendation <br />46 along with comments and questions asked.
