On August 3, she attended VillageFest event at
Central Park. She thanked the VillageFest Committee and all others for their hours of planning
and implementation. On August 6, she participated in five Night To Unite celebrations. On
August 14, she met with residents about nano -bubble technology. On August 14, she met with
Councilmember Jenson and City Manager Yunker to develop an onboarding plan for newly
elected Councilmember Nadia Elnagdy.
VIII. COMMUNITY FORUM - NONE.
No one appeared to address the City Council.
IX. INFORMATION AND ANNOUNCEMENTS.
Councilmember Jenson stated on September 4, 2024, there will be a Strategic Planning Meeting
for the subcommittee for the Ramsey County Local League of Governments regarding Climate
Control. They are looking for people from cities to attend and he would like to invite Minette and
Mr. Yunker.
Councilmember Doolan recognized a long-time resident Dottie Roman who passed away in July.
She was 97 years old and a huge volunteer within the community.
Councilmember Randle stated he wants to make clear there were still questions being asked
about him not wanting to take his seat after the last election. He explained to Mayor Webster that
the reason he did not want to take his seat is that he had issues about the election and how it was
being run. He had never seen more partisanship in any previous elections and had an issue with
the process but it had nothing to do with anyone personally. He has more to say and will do so
either in private or at the next Council Meeting, noting when outside endorsements are taken
from other organizations, that is partisanship. A previous Councilmember did that, however,
while on Council he was very non -partisan.
Mayor Webster stated they spoke about people who seek a DFL or GOP endorsement for their
race. She feels that is partisan. Of the candidates who won, they had not sought an endorsement
from a political party. Councilmember Randle asked what about a group that is aligned with a
political party. The League of Minnesota Voters is non -partisan.
Mayor Webster stated this is Councilmember Stephens' last meeting with the Council. She
applied for the position in December and was appointed in January. Mayor Webster read some
excerpts from her application. Mayor Webster stated it has been a great honor to serve alongside
Councilmember Stephens.
Councilmember Randle stated he has not been able to spend a lot of time with Councilmember
Stephens. He noted she was the first black woman who served on Council but did not draw
attention to that fact.
Councilmember Doolan stated she is truly blessed serving with Councilmember Stephens. This
Council is so much better with her serving.
