City Council Regular Meeting Minutes <br />August 15, 2024 <br />Page 4 <br />1 <br />2 Pedestrian Safety Improvements (Optional Bid) <br />3 Installation of the pedestrian refuge to enhance the existing pedestrian crossing on Silver <br />4 Lake Road at 34th Avenue NE <br />5 <br />6 Ms. Koscielak reviewed the Project Costs/Funding and Project Schedule. The total project cost is <br />7 $2,815,300 with $612,900 through assessments and $2,202,40 City cost. Residents can sign up to <br />8 receive email and/or text message project status updates by visiting the project webpage located <br />9 under Government then Projects on the City’s website at https://savmn.com. <br />10 <br />11 Mayor Webster thanked Ms. Koscielak for her overview. <br />12 <br />13 Councilmember Jenson noted in 2024 a large mill and overlay project is being done along with <br />14 plans for next year and asked if this will complete all the mill and overlay projects. Ms. <br />15 Koscielak stated it will get us started. We are trying to get caught up by doing it on streets that <br />16 are 15-20 years old. This will be one of the larger projects. <br />17 <br />18 Councilmember Stephens asked about the safety of the materials that are being used as she heard <br />19 some things on the news. Ms. Koscielak stated they follow MNDOT recommendations. City <br />20 Engineer Justin Messner stated all materials are heavily studied. No types of materials will leave <br />21 the environment. These materials are not used for playgrounds only the asphalt streets. They will <br />22 add to the website the information on the materials. <br />23 <br />24 Councilmember Doolan asked about the park improvements on the central path and asked what <br />25 is being done to improve the drainage in that area. Ms. Koscielak stated the elevations are <br />26 measured and a traditional survey was done. If more than reclaim and pave it as needed it will be <br />27 brought to Staff. That area has been identified and will be looked at further. Councilmember <br />28 Doolan asked if there will be flashing lights in the center of the pedestrian refuge. Mr. Messner <br />29 stated the visibility will be enhanced for the crossing. Hennepin County does not like us to use <br />30 flashing signs in the middle. Some sort of non-flashing signage will be used. Councilmember <br />31 Doolan noted this road is used frequently by police, fire, and public works vehicles. Mr. Messner <br />32 stated the width of the road was taken into account. <br />33 <br />34 Councilmember Jenson asked if the two flashing LED stop signs will remain and Mr. Messner <br />35 stated they will remain along with the flashing beacon. Councilmember Jenson stated they are <br />36 very visible and glad they will remain. <br />37 <br />38 Councilmember Doolan asked about the projected costs and asked how many homes will be <br />39 assessed next year compared to this year. Ms. Koscielak stated there are 177 assessable parcels <br />40 in this project. This year $2200 per property will be assessed with the hope that the amount will <br />41 come down. Mr. Messner stated the amount assessed only applies to the area in front of their <br />42 homes. <br />43 <br />44 Mayor Webster stated this year’s project estimated assessment came in lower than estimated. If <br />45 the bids come in lower the assessments are lower. This is the #1 crosswalk for concerns. <br />46 Partnering with the County will make this crosswalk even safer. <br />8
