Parks and Environmental Commission Regular Meeting Minutes <br />June 3, 2024 <br />Page 6 <br />1 remaining natural areas in Hennepin County. Funding is also available for habitat restoration <br />2 projects on protected properties. <br />3 <br />4 The primary features of agreement include: <br />5 <br />6 Partnership Pledge – Outlines Hennepin County’s commitment to the project and establishes <br />7 some baseline expectations regarding collaboration with the City as we work together to meet <br />8 the conservation goals outlined in the Habitat Management Plan (HMP) and/or the Ecological <br />9 Improvement Plan (EIP). <br />10 <br />11 Ecological Improvement Plan (EIP) – Identifies Locations, Goals and aspects of the five year <br />12 plan. <br />13 <br />14 Right of Entry Agreement – Provides Hennepin County and its employees, agents or <br />15 contractors to enter upon the Premises for the purposes set forth in the EIP. <br />16 <br />17 Mr. Sonterre asked the Commission if they had any comments and/or recommendations on <br />18 the EIP. Staff will integrate the Commission’s feedback into the staff report to the City <br />19 Council. This is an excellent opportunity to use grant monies. <br />20 <br />21 The Commission received the Partnership Pledge, Ecological Improvement Plan and Right of <br />22 Entry Agreement as part of the meeting packet. <br />23 <br />24 Mr. Matt Stasica, Environment Public Works, described work he has done with the Rice <br />25 Creek Watershed. Central Park is within the Rice Creek Watershed District. US Fish and <br />26 Wildlife private lands biologists are interested in this project in purchasing native seed. There <br />27 are many organizations interested in partnering for this project. <br />28 <br />29 Chair Fee stated this is a win-win for St. Anthony. She asked if ongoing maintenance is <br />30 covered. Prairie maintenance involves controlling weeds. Every three years a burn is done. <br />31 <br />32 Commissioner Swiontek noted the reference to Silver Lake Park needs to be corrected to <br />33 Silverwood. <br />34 <br />35 The consensus of the Commission was to move forward with the process. <br />36 <br />B.37 Watering Restrictions Enforcement Approach and Non-Compliance Fees. <br />38 <br />39 City Code Official Richard Sonterre reviewed as part of the 2024 Pyramid adopted by the City <br />40 Council, a particular action item from the Climate Plan was highlighted for Council <br />41 discussion, which is “Water Restrictions – enforcement and on-compliance fees. Staff is <br />42 asking for input from the Commission to convey to the Council on compliance approach and <br />43 the idea of implementing non-compliance fees. <br />44 <br />45 Currently the City utilizes two primary sets of language to seek compliance on this issue.
